The Core effect is the same at all 3 rarities: Equipped Aniimo gain 0.7 additional BREAK per level. What changes with the rarity is the combat power, the size of the Base effect and how many energy effects are unlocked.
Enhancing the Gargantuan Horn
The full level table →Feeding the Gargantuan Horn Held Item Cores raises it through 15 enhancement levels. Each level adds a percentage on top of the Base effect and nothing else: the Core effect, the CP and the energy effects are the same at level 15 as at level 0. Level 15 is 100%, which doubles the +10% the Legendary row grants.

How to use the Gargantuan Horn
The Core effect adds 0.7 BREAK for each level, which stacks with the BREAK +10% on the Base effect. Launch cut the per-level figure from 0.8 and renamed the item from Gargantuan Claw. Both halves raise the same stat, so it is worth most on an Aniimo whose job is to break the enemy gauge rather than to finish it.
