The Core effect reads the EP you are currently holding: 5% more DMG for every 10 EP available. The bonus is at its largest with EP banked and shrinks as you spend it, so the Gloves reward holding a bar rather than dumping it the moment it fills.

10 other held items share the Damage Amp Base effect: Ferocious Fang, Fission Needles, Ambusher's Cloak, Capacitous Battery, Destiny's Dice, Echoing Grimoire, Finisher Bell, Heartseeker Pendant, Supreme Elixir, Vanguard's Whistle. The Core effect is what separates them.
