The Core effect adds 0.8 BREAK for each level, which stacks with the BREAK +10% on the Base effect. Both halves raise the same stat, so the item is worth most on an Aniimo whose job is to break the enemy gauge rather than to finish it.
1 other held item shares the BREAK Base effect: Avenging Gear. The Core effect is what separates them.
