The Core effect is the same at all 3 rarities: Increases actual damage by 30% against targets below 30% HP. What changes with the rarity is the combat power, the size of the Base effect and how many energy effects are unlocked.

How to use the Finisher Bell
The Core effect is an execute: 30% more actual damage once the target is below 30% HP, and nothing before that. It closes fights rather than opening them, which makes it a poor fit for an Aniimo whose job is the first half of a health bar.
