How to use the Ferocious Fang
The Core effect scales with level and with nothing else: every level adds 0.8 ATK on top of the base stat block, with no condition to meet and no resource to hold. Put it on an attacker you intend to take to max level, where that per-level ATK is largest, and the flat Damage Amp on the Base effect applies whatever the fight looks like.
